Lost Ark's T1/T2 was overhauled late last year. Part of that overhaul was simplifying the gear.
Previously, you'd progress through all the rarities while gearing up, and it'd all come through chaos dungeons. The higher level of the dungeon, the higher rarity of the Lost Ark Items/gears drops. This is the same as T3 chaos dungeons, except in T3 the higher rarities drop as broken gear solely for tripods. The idea was that as new tiers were released, the broken gear would become real gear so you could upgrade up your gear entirely from chaos dungeon.
In the overhaul, all the gear from T1/T2 was removed and replaced. Chaos dungeons of all levels drop blue/rare gear only. The only rarity upgrade comes from optional void dungeons, with the lower level one dropping purple/epic gear and the higher level dungeon dropping legendary. It made the progression much simpler, with higher rarity as optional content. But no more relic rarity gear.
