In mid-October 2017, planetary scientist Alan Stern proposed another idea: perhaps intelligent life forms are common in the galaxy, but most of them live in deep underground oceans, cut off from the rest of space.
Stern, the principal investigator of the New Horizons mission that flew near Pluto in July 2015, presented his arguments at the 49th Congress of the American Astronomical Society in Provo, Utah.
According to Stern, such oceans may be scattered throughout the Milky Way, and judging by our Solar System, they should be decisive. Huge water—filled spaces exist under the frozen shells of Jupiter's moons - Callisto, Ganymede and Europa, as well as under the surface of Saturn's moon Enceladus. Underground oceans are also suspected on many other worlds, including Pluto and Saturn's largest moon, Titan.
